The Terror Watch and No-Fly Lists are completely opaque, with no right to appeal.
The government wants it that way, for if those Lists were to impact a constitutionally protected right, then people would have a right to appeal designation and the government would have to show how it administers those lists. Which it does not want to do, ever.
